Apparently just released to the app store is a new free app called Dish Remote Access. Not only can you control what to record but it can also be used as a remote control but only if your DVR is connected to your LAN. Its limited to transport commands but better than nothing. If you already have an online account , just download the free app, login and VIOLA! You can instantly see your Recordings and the programming grid for setting up recordings.
